Modem Trouble

Trying to install a Conexant 56K modem that I used in the past. I have the drivers and all that stuff. I get a message that says: Can’t open port in the Registry. There are only two COM ports and on boot it tries to initialize the modem but fails. The Win98 error code is 630. I believe the modem is not turned on but am not sure what needs to be done.
