Modem wizard doesn’t work anymore

I want to add a new modem under windows NT, but for some reason the modem wizard doesn’t start anymore (without giving an error). Also the RAS ‘add port’ button doesn’t start. Which files/ dll are used by this buttons ? How can i resolve this ?
