Modems Install But Will Not Work

I received a white box to wipe and reload WIN98 SE. All drivers for modem, sound, video & etc installed. Though modem installed (Lucent Winmodem), it errors on use and shows 'Port Already Open'. Tried an OEM 3Com 2977 controller modem, though it installed and shows in the System Dev Mgr as OK, it returns an error that it is not 'hooked up'. Wiped the machine again and have tried three modems, 1 Lucent Winmodem, the 3Com 2977 and a Creative DI5660 ISA. All meet with the same type of results. Install fine, work - no. Have checked the BIOS and did not notice anything unusual. Unfortunately, prior to wiping the machine, the Lucent Winmodem worked.
Other PCI cards op just fine, and I have switched PCI sound card to same slot modems willnot work in, the sound card works fine. Suggestions?

First thing I would do is check in device manager to see what resources the modem is using and look for any conflict with other devices. You may need to change the resources assigned to the modem to remove a conflict. To access device manager, right click on "My Computer" on your desktop and select properties with a left click. Then click the device manager tab. Scroll down the the modem icon and click on the "+" symbol beside the icon to expand, then click on the appropriate modem device and click the properties button at the bottom. Once into the modem properties, select the resources tab and look for a conflict. To change resources, click on the check box beside "Use Automatic Settings" to remove the check, then change whatever resource is conflicting (usually IRQ) to something which does not cause a conflict. Once this is done, close system properties and try the modem to see if this solved the problem. I hope this helps.

Though the answer is good and very clear, I already had checked for resource conflicts and tried manually setting the IRQ. There were no conflicts.

It also might be a chipset issue. If it is a motherboard with a VIA chipset you may need the IRQ redirector. You can get this from the Motherboard manufacturer. It may also have a DMA fix and AGP fix. I would check the motherboard manufacturers sight to see if there is any required drivers for their board.

Bingo - was a VIA Chipset. Devil of a time getting the driver for this board - you were right on both counts for the fixes. Thanks

No IRQ or resource conflicts, slots appear ok. Will check on the MB chipset issue.
