module(s) that change network config

I have a w98 machine in which I cannot change the network config (IP addr, Gateway, etc). The entry fields are there, however, I cannot place the cursor in them. A clue is that the ‘dot’ in the dotted quad fields is on the bottom edge of the field. Something is broke in the module that allows data entry for the IP information. So, which module (dll, etc) is doing the work and has to be replaced?
