MONITOR, KEYBOARD, MOUSE, IDE NOT WORKING

When I start my computer,
Processor fan, floppy disk drive, CD drive and Hard disk gets power supply and looks like its working fine,
However I don?t see anything on my monitor,
My keyboard also doesn?t seem to work if I press caps lock and num lock keys.

I am not sure what is the problem, if it?s with power supply or motherboard,

I have checked RAM, Hard disk, monitor and keyboard on Second PC and they are working fine.
(vice versa they are not working on first PC)

Custom build PC with
On board video graphics card
Pentium 4 processor,
Intel D845GVAD2 motherboard

RAM has no dust stuck on it and its working fine,
There is no BEEP sound.
All Wires are properly connected.

If anyone can tell me now how to troubleshoot this issue,
