Monitor not PnP. WinXP

Monitor replaced on Win XP pc, Monitor not new but worked fine on Win98. Now user gets very blurred cinemascope vision. Totally unreadable.

How can I start in Safe Mode Win XP? to adjust Monitor settings. I can’t start in normal mode. Monitor shows great color and all is ok until WIN XP Starts up the POW.
