Monitor Screen Shadow

I have a constant dark shadow background on
eveything on my desktop screen to include
icons and text. It is in the form of a wide lines that flow across the entire screen.

Is this an indication of a bad video card?

This may have been caused by often reboot/shutdown of the system in place of exiting properly.
In most cases, I am not able to reboot in to
a normal mode, the system always wants to boot
me in a safe mode, then I have to exit to get back in a normal mode.

There are 2 problems here. Thanks for help.

1) No, it's probably a bad monitor. Try swapping monitors and see if the problem follows the monitor. I suspect it will.

2) System wants to boot you to safe mode because of probable file corruption from not shutting down properly. You did not mention your OS.
I suggest you boot to safe mode, run a scandisk and a defrag. Make sure your hdd is okay (ie no bad sectors) and go from there. After a scandisk and defrag, then system should boot normally.
If the hdd is fine, then youneed to go to device manager and make sure everything hardware-wise is working properly (no conflicts or errors on any hardware).

I re-read your first question, if the wide lines are moving, then yes, it could be the video card. Try another monitor, just to make sure though.

I replaced the monitor with a new one. This did not clear the shadow problem.
