the monitor will not come on when computer is turned on.

Is the power switch turned on?
LED on the monitor should be either flashing, or amber.

Is the monitor connected to the PC, and is the video card seated in it's slot?

If either the monitor cable, or the video card are not seated properly, the monitor may not get it's turn-on signal.

If you get the black and white POST screens, and the monitor goes black when Windows loads, your display setting is not supported by your monitor.

Boot into safe mode (F and set the video to the default 640 * 480 16 color mode.

It is also possible that the monitor is bad.

If the previous recommendation does not work, try switching your video card.

Seems too simple but is the brightness/contrast turned up? Have you tried another monitor or connected your monitor to another PC. Are you sure the computer is booting.

Since the LED does not light up when you turn on the power switchto of the monitor, this is a basic problem of no power to the monitor or a bad monitor.
Check the monitor on another PC as a first step.
The assumptions of what is going on are necessary due to the lack of imformation provided in ther question.
