I have the same problem (I have NetComm 56Ultra and I'm happy when I have 31.2kBs speed). The problem isn't with your modem but with your telephone line, and the exchange which it is connecting to.
another problem could be that you are on a pear-gain system, which means that the whole street uses the same lines.
the only solution is, to get a brand new phoneline installed, or to get the phone company to upgrade their exchange.

You will most likely never achieve anything close to 56K. The problems lies in the phone lines and the regulations that the FCC has set in stone. The only true way to achieve better performance is to use DSL or a cable modem. The price is usuallya bit more expensive but the payoff is well worth it.

Speed in not only a function of modem drivers. You could try to check: COM port speed, telephone line (digital vs. analog), get an ISDN line. Also do not leave line cable near to a power cable.

I disagree with the others. It could be your phone line. However, it very easily could be your modem. Your 56K modem is what a internal controllerless modem? I have found that using a external controller modem can improve your performance. If you just bought the conexant why not callback the vendor and trade up to maybe a zoom v.92/V.44 external controller 56K modem or the like with another company.
It would not hurt to call your ISP for the company reference. Ours included Zoom and we are happy. Avoid the cheaper modem. The controllerless modem also suck resources from your computer.

Just my opinion.
Good Luck
