Mouse and keyboard not responsive

I have an HP Pavilion laptop with Window ME that boots up to the logon screen and stops there. The mouse and keyboard does not respond. I've tried attaching a serial mouse but that did not work either. Prior to the problem the laptop behaved very strangely on two occasions. First when attempting to reply to an email message, the "spell check is completed" message appeared repeatedly. Had to abort to exit. Then, when windows was loading ... the computer beeped continuously. I don't know if I have a hardware problem, a corrupted software problem or a virus problem. Any clues? I can't seem to boot up in safe mode either.

Depending on the BIOS manufacturer,will determine on the beep code you are getting.

This could be a hardware issue,the power supply is going bad,because you are receiving a continous beep sound,so you may want to start with the power supply.

The constant beeping was only that one time. Typically, when there is a bootup problem I will hear a couple of beeps (I don't remember how many beeps representing different problems). I have replaced power supplies on desktops but I have no clue of the equivalent in a laptop. Previously, the antivirus program had been disabled making me suspect a virus. I looked into the registry (HKLM\software\microsoft\windows\currentversion\run but did not see anything unfamiliar. I had also recently done a search on C: for and .exe installed recently. Not having access to the mouse or keyboard makes it difficult. The laptop is about 4 years old and I am thinking of trashing it. When the mouse first stopped working, I still had some response from the keyboard ... enough to tab, and use the arrows to look around. ONCE, I was able to boot up and run the system diagnostics and it found no problems... but there was no diagnostic for either the mouse or keyboard.
