mouse and keyboard problems.

I have a problem with windows 2000 setup and keyboard and mouse when windows 2000 first boots into gui setup the numlock of keyboard stays on and the mouse doesn’t respond. what should i do? I have tried to reboot several times and checked cmos and replugged the connectors.
