MS Access: copy toolbar to another DB

I have written an Access user utility. I have made it into an MDE file. I would like the user to be able to click on the MDE file and for the MDE to then automatically plug the MDE utility’s toolbar into the user’s MDB files.

Is there a way to automatically copy a toolbar from one database into another, without user intervention?

Also, can database A reach into database B and create a reference to database A, again without user intervention?

I would like for these 2 things to happenautomatically when the user executes the MDE file.
Thanks a lot for any clues about how to do this.
