MS Access Upgrade has no "License"

I installed Windows 98 to a formatted/clean PIII 733. My user did not require Acess so was not installed with Office 97.
My user decided that he did want Access and installed (himself) Access from an Office 95 disk he brought from Home!
The Accessfile he wanted to work with was Access 97. I uninstalled Access 95 using his Office Disk and installed Access 97.
When started, an error message say's that there is no License for Access on this Machine. I have fully uninstalled/re-installed Office97 but get the same "License" message. All other programs work fine.
I assume that the problem is in the Registry but need some direction as to where to look and what for. Assistance will be most welcome as I guess the only other alternative is to do a clean re-install of Win 98.

The answer was exaxtly what was required to solve my problem and it arrived less than 10 mins after I posted the question!!
