MS Backup/Restore

A client backup a stand alone PC using MS Backup/Restore that is packaged with Win98. 2 of the 17 disks are not readable but restore stills see’s the files but will not restore the requested files which are not located on the 2 bad disks. I need to 21 JPEG files off these disks any suggestions.
