Are they both trying to open the same file?
-details are a little low to be able to solve it.

if both pc’s can boot in safe mode and use excel, then the problem is “network”

unless as [Darryl~] points out it is a permissions issue, but I have a hard time imagining that one user would be so locked down to not be able to fire off a MS standard app like excel.

Try creating a third user (test) and see if excel works when they logon.

We have been having some network issues with some users with excel and word files. We have found that the Office File Validation update has been an issue and uninstalling has solved some of these problems. I googled and found, in Win 7 64bit environment, that the widcomm bluetooth has caused issues. This is the file that was suggested to rename to something like .old, c:\programs\WIDCOMM\bluetooth\syswow64\btssendto_office.dll. Not sure if either of these will fix your problem, but they have fixed some of our issues with excel and word.
