Error 2709 when use Open an Office Document feature

We have a user using Office 2000, who gets an error upon using the Open an Office Document feature. First he is asked for the Office CD, and then giventhe message
“wait while configure Microsoft Project”. Then, the following error message pops up:
Error 2709: Please contact product support for assistance
Then, ‘cannot install the necessary files due to Installer Error 1603. Fatal Error during installation.’
If you click out of these popups, you are taken to the directory to select an Office file to open, but, you can’t create a new one this way. We have reinstalled Office completely, but, to no avail.
This may not be an appropriate question on such a technical site, but I have had no answers from various Office posting arenas.
