Is there a way to password protect or somehow prevent a user from accessing msconfig.exe in Win98SE?

You could try File Protector Pro from
http://www.mikkotech.com/fp2000.html
I haven't tried it. It looks like it will work.

Remove it from their machine, put it on a network server in a folder only accessable by a network administrator. When you logon to the machine as an admin you will then have access to this utility as well as any others you might need.

Msconfig.exe is intended to be a diagnostic utility and therefore not required for operation of Windows 98.

You can remove it from the C:\windows\system directory and place it elsewhere thus breaking the common RUN access link.

You can move it to a password protected folder either on or off the system.

You can even move and rename it to something only you know like ewwww.exe so that only those that need it really can find it.

One last note to remember is that the less elegant but still available command is sysedit and depending on the problem your having and the smartness of the user you may have to work at hiding this one also.
