MsiInstaller - Won't Install / UnInstall

I get repetitive Pop up windows from MsiInstaller trying to load a program each time I Click most programs. Four Times on each occurence. I can no longer Install / Uninstall Programs and receive : Error 1500 - Installer Busy. Microsoft offers work around by deleting InProgress folder from Registry. After rebooting Win 2000 Pro has restored the deleted Registry entry. How can I get around this occurance ? or How can I force an install or uninstall allowing me to run The repair feature from Win 2000 and Office 2000 CD's ?

First of all, get up Task Manager and have a look at the Processes. If there is a process like msiexec or setup or install or something, select it and click End Process.
This may solve the problem here and now.
In order to stop it occurring every time, you may have to do a little more...
If the registry entry is appearing again every time your reboot, it's likely that there is an instance of an installer being run on startup.
As a first step, delete all your temporary files, as there may bean installer in there trying to run every time and failing.
C:\WINNT and C:\Documents and Settings\USERNAME\Local Settings\Temp
Next, check all of the locations that a program can be started from when the machine boots.
These are in the StartUp folder on the Start Menu (unlikely), the registry keys HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
\CurrentVersion\Run
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnce
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnceEx
and also in some ini files (WIN.INI and SYSTEM.INI), although these are more defunct in Win2000 and are really only used for 16-bit apps.

RunOnce is likely as this is normally where installers place themselves if they have to run after reboot.
If there are any obvious entries to msiexec or setup or something in here then these should be deleted.
Remember to make a backup of the Registry key before you do this though by using the Export function on the File menu.

Ok Try Removing It Via Regedit (The Registry)

Try System Restore From The Last Good Configuration Via System Or Startup (F Last Good Configuration)

Try Reinstalling The OS Or If It really gets a big problem then just format the hdd or par and install 2k again the creqate a res~1 point for future reference cya
