MSIUU uninstaller utility

I had a problem installing Norton AntiVirus on a client’s Win 98 system and the Norton folks recommended I use the MSIUU uninstaller utility to clean up partially uninstalled apps. I’ve searched around and cannot find this utility anywhere. Anyone have any insight into the MSIUU uninstaller utility?

I know there are other uninstaller utilites, but I would like to find this if possible.
