MSN Browser & Perental Controls

I set MSN?s parental controls to not allow other software to access the internet, So my daughters could not bypass the security setting. I had to uninstall MSN. When I tried to re-install it tries to access the internet but can not. I had to install version 7 which works fine but does not have the parental control functions.
I want to un-install the feature the blocks other software from accessing the internet but can?t because I am on version 7 and can?t install version 8.
Does anyone know were the setting is stored? If I delete MSN through AD/Remove program is still blocks. I have asked Microsoft and they are of no help.
