MSN wants to setup on Win Startup

I have a clients system running Windows 98 SE. When the system boots up, immediately 98 starts the setup wizard for Microsoft Network starts up. This setup appears to call up the internet connection (not MNS but another ISP)which is already installed. I have run sysedit and checked these system files for the run/load etc commands. Nothing. I have checked in the startup folder. Nothing. I have also tried removing any reference to MSN in the registry, still no luck. It has to be being told to runfrom somewhere but I can’t find it. Any ideas.
