MSOE.DLL error

My outlook express no longer works because of an issue with MSOE.DLL, or at least thats what the error message says. A search on the internet indicates that this is a prevalent issue. Unfortunately, an easy fix seems to be difficult to find. Registry programs such as regcure and regbooster, etc claim to fix this particular problem, but I doubt it. Ive also read that I could run the cumulative outlook express service pack 1 updates. The problem, although I have XP SP2, I can not run said service pack because i dont have outlook express service pack 1. microsoft is very good at avoiding and confusing the issue. Any help is appreciated. Im sure the solution is easy to an expert. If I cant find a solution, I may have to reisntall XP SP2 because it turns out that outlook express is part of XP SP2 now.

I remember I have encountered this too before. While attempting to send an email using outlook express, a short message popped up. 'Outlook Express failed to initialize because MSOE DLL could not be loaded.' After doing a little research, I learned that this error message commonly appears when trying to open the program after a short delay. Uninstalling windows to install another version is also a common reason but the fix is just easy.

In my case, I just followed instructions on this article about <a rel="follow" href="">msoe.dll error</a>. Well there were actually 2 options, either download a new copy directly from the Internet, or use a registry scanner application to automatically do it for you. As for me, since I don't know much about the registry, I went for the 2nd option, cause I don't wanna risk my system doing one wrong move with the registry. besides, I don't also want to risk myself downloading the incorrect file.
