Multiple Accounts No IE6

Windows XP sp1, IE6sp1 128bit, I have four accounts configured, two Admin and two User. Both Admin accounts can run IE6. When logged onto either User account, clicking on the IE6 icon or trying to ru from Run Programs, the hour glass comes up for 5 secinds, then goes off and nothing happens. The user accoutns worked after original installation/configuration of XP – then a user downloaded a game, and problem started. Ran Ad-aware, Spy-bot, deleted what was found. Still a problem.
