Multiple Local DNS Servers

I have a LAN with 2 Windows 2003 DCs. I want to configure each as DNS servers. This is how I intend to configure them:
- each server's DNS forwarders will point to my IPS's DNS servers
- Server 'A' will designate Server 'B' as it's primary DNS server and Server 'A' as it's secondary DNS server
- Server 'B' will designate Server 'A' as it's primary DNS server and Server 'B' as it's secondary DNS server.
Is this the optimum setup?

not sure what your trying to achieve with your DNS servers.

If this is in an Active Directory intergrated environment, DCs are peers and DNS servers can intergrate with Active Directory and allow changes to the zone they are authoritative for to propagate to other DNS servers which handle the zone.

Last, Server A designates B as primary for the zone and Server B designates A as primary for the zone you have both servers pointing the finger at each other saying "your authoritative for the zone" which probably will cause them to get confused and not answer queries. One server acts as the primary for the zone, and then you have a secondary that acts as a backup for the zone if the primary isn't available. it's an either or.

If server A is the primary DNS server, it points to itself.

If you are in an Active Directory environment adding a secondary DNS for redundancy for the zone, Active Directory is in intergrated mode. DCs are peers and DNS updates will propogate to other DNS server for the zone via the DC. During setup of the DNS server you are provided with a Wizard. The wizard will walk you through the options of setting up the DNS server as a primary, secondary blah blah.
