Multiple Time Zones

I am looking for a registry hack that will allow me to change the time zones for users. We are trying to condense our company down to ONE ghost image and use registry fixes/hacks to change time zones by running a batch file based on Office selection from a menu. The registry keys HKLM\CurrentControlSet\Control\TimeZoneInformation
changes the time, but not the time zone.
The registry key HKCU\Control Panel\International controls the time zone as well as language, time format, etc, but it doesn’t affect for the system, just the user. I’m hoping to get an answer that works. Thanks
