VPN connections

You can be having several possible problems

That type of firewall/router you have may have issues with multiple VPN connections. You see this problem with low end routers like linksys and D-link.

What happens when the second user connects to the VPN, are they drop or are they not assigned an IP address.

What kind of VPN server are you running, Is it software based or is in a hardware VPN

One of the most common things I see is the VPN and is only configured to assign one IP address dynamically this means that you can only get one user on any time.

limit on your router probably

a lot of home routers e.g. belkin, linksys etc seem to have a limit of 1 active VPN tunnel at at time. You might try connecting 1 VPN tunnel though and then go into the 'share my internet connection' thingy and share the VPN tunnel connection with the other computers on your network. Haven't tried that myself yet but it sounds plausible.
