Must boot Vista twice to run properly. Why?

Recently, my laptop, after the installation of Vipre AV by the IT Services department, I am consistently forced to reboot the laptop twice to get it to run properly. Sometimes the first boot stalls out in the process, or sometimes it boots to the desktop OK, but when trying to do anything simple, such as opening a shortcut or file, it stalls out. If I do a forced shutdown using the power button, it will reboot to the black screen where I choose “Start Windows Normally”. It then boots up normally and everything is fine. I always use the proper shut down procedure, going through the start menu.

I have reported this to the IT Services department, but they claim that the installation of Vipre did not cause this. I would like another opinion. Anybody have any ideas what is going on? Any suggestion for a remedy?
