my dvd rom is not recognized

it is not in the device manager. i tried to scan for it but it is not detected. i tried to boot from it and it is not recognized.
the boot sequence is correct.
laptop dell inspiron 1501

yes it has power it ejects properly, you can hear the disk spin.
no it is not in the divice manager even not in the boot option

My dad's Dell XPS 420 had the same problem that you are having. We could hear the DVD drive working when we would insert a DVD in the drive, we could hear the disc spinning, but the drive wouldn't read the disc. Also, the Drive was not in Device Manager; just as is your problem. I exhausted my ideas working on it and eventually called Dell. The tech initiated a remote desktop connection and he went into the registry (I can't remember now which entry) and deleted a registry entry. Now, it has been working for over a year now.

Other possible solutions

Since I don't know the exact extent of your problem here are some general guidelines for troubleshooting problems with DVD drives.
-Check the data cable and power cord connections to he drive. Is the stripe on the data cable correctly aligned to pin1? (Look for an arrow or small 1 printed o the drive. For a best guess, pin 1 is usually next to the power connector).
-For an EIDE drive, is the correct master/slave jumper set? For example, if both the hard drive and the DVD drive are hooked to the same ribbon cable, one must be set to master and the other to slave. If the DVD drive is the only drive connected to the cable, then it should be set to master.
-For an EIDE drive, is the IDE connection on the Motherboard disabled in CMOS setup? If so,enable it.
-Suspect a boot virus; run a virus scan program.

uper and lower bound

in some forums i read about removing the upper and lower bound in the registry entry but there is no such entry in the specified entry

if you have tried all of our suggestions then I would just call Dell if it's still under warranty. You might could replace it or they might have a fix for it.

Then your Optical Drive is not working.

Check to make sure that it hasn't moved slightly in the NB but the most likely reason is that the LED's that generate the Laser Beams have lost intensity and have dropped below the threshold to work.
