If you have enough space on your drive and it is not failing, you could try a clean Windows install onto another folder without formatting the disk and your data will still be there. You will, of course, need to re-install all of your applications as well.
Another possibility I have used in this type of situation is to remove your hard drive and install it as a second drive on another PC (either directly or using an external drive housing).
This will tell you if the data is still available on the disk (ie that it is just a Windows installation problem) of if the disk is failing.
If it is the former - you can copy your data to the second PC, return the disk to the original PC, format it and then do a nice clean re-install.
If it is the latter - sorry, but you will need to go to your backup to resore your data onto a new disk....
Hope this helps..

This would require a repair reinstall.
I do them all the time- if you don't you may want to hire someone who does. They are not hard to do but if not done properly you will wipe out your data.
