- Performed analysis, coding, unit and assembly testing per client specifications.
- Coordinated integration testing with other teams on interfacing systems.
- Worked with business users and field agents to resolve any technical and application problems.
- Additional responsibilities included updating system flowcharts, program narratives and operations documentation.

IT Consultant - February 2002 to January 2004

- Supported a claims administration & payment system written in IBM/CICS/DB2 for a major Eastern insurance company.

First I'd put that enormous skill list

at the end. The synopsis at the start you could push a few topical ones into. I'd be tempted to to indicate how long I'd been using them too.
Don't go mad with that years will do.

That will bring your career history on to the first page (at least your most recent employment).
Don't know whether styles differ in the US, but I'd want some achievements in there. Like enhances app written in this to do this increasing revenue decsreasing cost, improving efficiency etc. Put it how you like, get a business reason for it in there though.
Do get your career history up close and personal though, HR types will not go to the trouble of finding it.
