Mystery… Bad Power Supply or mobo?

So I ordered a bunch of new parts from Newegg as I do every year or so including the following:
power supply – Raidmax RX-500S
motherboard – GA-P35-DS3L
cpu – Core 2 Duo 6750
video – Geforce 8800 gt
ram – OCZ 2 gigs DDR2 8500
there’s some other stuff too but I don’t think it could be related to this problem.
The problem is, the computer doesn’t start or even post. I press the power button and most of the time, all the lights flash once briefly, and then silence. None of the fans even start moving. I’m sure everything is plugged in correctly I’ve done this a ton of times and triple checked all the connections. I’ve read through the suggestions here and even tried borrowing a bios battery from another computer, but nothing changed, just a simple flash and then nothing when power is pressed.

Also there’s something that is at least a little suspicious. I don’t have an optical drive on this computer so I was going to boot xp from a usb drive i had. As soon as the switch on the power supply is on, the flash drive (plugged in any usb port) lights up (it stays lit, this is normal for other computers). This tells me the mobo is atleast distributing some power to the usb ports, no?

I’ve tried other known working components (aside from another motherboard) even another working power supply, but since the fans just barely twitch, I figure there’s something much more early in the boot sequence that’s wrong. Also I’ve verified that the power is enough for everything I have in it.

Any advice would be most appreciated.
