Nailing a job aftr posting to recruiters

After dozens and dozens of replies to
a multitude of ads to prospective employers, or more likely thier recruiters ads, and several phone interviews, I get the feeling that Im not doing something that will get me a job offer.

Is this method of job searching really of any use, or is it a poor way of getting the job?

Im trying to get work in San Diego as a Network/Server Administrator or Oracle DBA with a solid 3-5 years of hands on experience and some management experience as well.

I just dont seem to be getting the concrete connections with employers that I know must be looking for my skills?

Are the recruiters actually messing up or am I missing out on something I need to be doing?

What other sources of jobs are there besides the newspapers?

Im new to the US & California, from Canada, and have an unlimited green card, and have no visa/work issues and have permanent resident status.

Frustrated in Sacramento!
