Naming information cannot be located bec

When I try to add or modify user in active directory I get the following message.

Naming information cannot be located because:
The server is not operational.
Contact your system administrator to verify that your domain is properly configured and currently online.

Now users can log on to domain so I know it is running and this is the only server on network.
What would be causing this error.

1. try looking in your event log for any dns errors
2. try re-registering your dns with other servers if any
3. also check your subnet routes
4. running “net stop dns”, “net start dns” on the command prompt

and if none of these get you up on your feet try re-setting up, and give it a “net start” on the command prompt
