NDR For A single User in a Dist List

Hi All,
When sending an email to a particular Dist List getting an NDR for a single user the NDR is “The message was undeliverable because the recipient specified has changed address permanently and forwarding was not applicable”
Have removed all email addresses from the account reapplied the relevant recipient policy and done a rebuild of the recipient update service,created a test dist list and added her still no joy.Can anyone assist further.
