Need files to add Exchange disclaimer

I am trying to add a disclaimer to our Emails through Exchange 2000. I have the article from Microsoft that explains how to to this but I cannot find a file I need. The file is Smtpreg.vbs, it mentions the file location as \Exchange SDK\SDK\support\CDO\scripts folder

Wher do I get this file?
