can netdiag and dcdiag be run from a diffrent location other then the domain controller?

You can use Remote Desktop Connection or Terminal Services, depending on the server OS, to do this from any PC on your domain.

what i realy dont understand is where netdiag and dcdiag should be run from?

does it should run from dc, ms, client?
do i get diffrent info when runing it from diffrent location?

to try to answer the spirit of your question, use them from both. the trick is to know what result you should be getting...whatcha trying to do? check dns?

i think you are mostly going to see the same result from both your dc server and your workstations....if you are trying to 'troubleshoot dns' i suggest searching for that phrase at
a couple of pretty readable and helpful documents can be found there, probably the links already given to you in other answers here...
why don't you tell us what you are trying to do and post the results of each for us here...?
