Net.Medic diagnostic equivalent

I have been encountering more and more frustrating delays in browsing various sites and FTP’ing data as backup and development for a site I maintain. My ISP is Comcast, and I use a cable modem.
Back in my NT and dialup modems days I had an excellent tool, Net.Medic from Vital Signs that indicated where my delays were occurring in that internet exchange. Net.Medic I see is still available even after being eventually acquired by Lucent, but I don’t see cable modem type support in the product so all those internet measurement pieces are not captured.
Does anyone know of a viable, collective, and comprehensive equivalent?
Free would be nice but a small charge is acceptable.
Net.Medic was a great tool so you knew whether to target questions to your ISP, your target site, your PC or if there was a problem in-route.
