How do I detect a domain or workgroup on my network if it keeps coming back access denied or domain server not available?

For add a workstation to a domain you must have Domain Admin rights.
-First your computer must be added to domain with Server Manager from administrative tools
-Second logon with Local Admin account to this computer and join to domain from Networkproperties\change.
If you follow this steps and don't worked check your Network instalation: NIC driver, SP, protocols, services. For tests use ping x.x.x.x where x.x.x.x is IP address of your server.

I thank you for your answer, however, this I already know being the administrator. My problem is that I inherited a network that was a merger of two, and now I have domains and workgroups showing that I can't access, ping, or locate w/o breaking the trust.

Just to help you get a better answer, you might want to explain your entire situation. Explain things such as the configuration of your computer, configuration of your network, operating systems in use, and any other information that you could deem EVEN SLIGHTLY useful. Sorry about the help, but if I new more about your predicament, i'd be glad to help you.
