Is there a network messaging service in xp ? Like winpopup

yes, its called windows messenger. I am unfamiliar with winpopup, but windows messenger uses a Net Send style. It is a service.

Windows XP does have the Messenger Service, but these messages can only be sent if these messages are not blocked. Some network administrators disables these services because of unsolicited messages that are sent across a home or corporate network, as well as the Internet. It is a tool that can only send messages one-way like Winpopup which is different than the two-way communication like MSN/Windows Messenger.

If you are wanting to send and receive messages across the network, it would be better to replace Winpopup with LanTalk XP or Realpopup.
