What is a Network OS and what does it do?

A network OS is an Operating system that runs on servers that controlls file sharing, user management, etc. Some examples of Network OS's are Microsoft Server 2003, Netware.

While the above is correct for a business model if you are thinking of a small Home network any OS will do the job on a Peer to Peer network.

If you are talkingabout establishing Doamins and Forests then you need a Server Platform of some kind if you are a MS fan that will be Windows NT Server upwards to the lattest 2003 Server in all it's forms depending on how big a Network you are looking at.

There are also a multitude of other Server OS available the good old Rock Solid Unix is always a good model though now somewhat dated then you could look at the high end Linux OS's that are available like Red Hat and SUSE as examples then there is Solaris from Sun all support an unlimted number of concurent connections but with some of the Paid for stuff you may have an upper limit on the out of the Box install.

Windows XP Home supports 5 concurent connections, XP Pro supports 10 concurent connections, 2003 SBE supports 5 concurent connections out of the box though you can buy more licenses for additioanl connections, 2003 ES from memory supports something like 15 concurent connections again with the ability to add more licenses as needed.

With Unix it depends on the supplier as they vary and as I haven't used Solaris in a very long time I'm no longer sure how many it supports out of the box.
