Network user permission for IIS

We have 5 users on our network that needs to use IIS to develop ASP apps locally on their pc. Currently, the only way they are able to work is for their account on the network placed into the local admin's group. I will like to be able to allow these users full permission to develop websites locally using IIS without being place in local Admins group. Can someone tell me how to do this? I have tried placing account in Power Users group but that does not work. when users try to use IIS in any capacity, message says user does not have permission to perform function.

download and install frontpage server extensions.

also visit the Microsoft Frontpage web site for information on using frontpage server extensions for IIS. http://office.microsoft.com/home/office.aspx?assetid=FX01085802

note: even if you don't use frontpage to create the ASP pages to administer the web site on a box running Windows [server/XP/XPHome] and IIS you'll need the server extensions to admin the virtual web sites. With the extensions installed you can set permissions for users to upload and administer the sites.
