Networking 11 XP Pros and a Win 2003 server

Anything special this is to replace an 98se XP network that was setup as peer too peers with a 98 machine acting as a server they are all networked together to share some files and basic routing mostly they are used independently with a few shares. I have the server spaced out to have 15 licenses for 2003 Standard SP2. They are are too be 12 XP pro 745 Optiplex. Any concerns or networking issues . Do I use a domain or work-group My first attempt this big. Should the server be replaced first or that last without interrupting current infrastructure?? Any XP limitations or requirements right now these are all high end machines with XP Pro and 1 GB of RAM at least. All CAT5 wires and the server is basically a glorified workstation that does minor backups of certain data but does not contain a lot of extra workload or data. Any suggestions or problems I may need to have answered?? please provide your help. Thanks ever so much
