New Born Network

well im am at it again,i have a project to do that could prove either to be very difficult or very elemtary. i haven't the foggiest what equiptment i will need other than NIC cards, CAT5 wiring and swithches. i don't even know what OS would be the best to defeat this beast, if anyone out there has any steps to go about designing this monster let me know. thanks always

FIRST: i need to network 70 pc's together
SECON i need to connect to a email intrAnet
THIR i need to connectto the internet via a DSL connection

You are not supplyin enough information:
assumption #1 no file or print services
assumption #2 low speed access

It looks like you want to hook up 70 pcs to share email and access the internet.
On the cheap, well depends how cheap and your knowledge. any OS including linux would let do what you asked.
Little more Win9x/ME will also do it, though and intranet email may require a server, again linux would be cheap.
First class: set up an NT server with Exchange and 70 PCs running any Os including windows 9x/me.
Or Novell server with but same idea.

What applications will the users run?
What OS do want to support?
What mail server do you want to use?

with regard to switches: given you want to connect 70+ devices I would consider a switch and several hubs:
12 port switch
connect server
connect DSL
connect (up to 10) small hubs to support PCs
