New Build PC – Powers up but no post???

Please can someone shed some light on my problem. I have just built a new PC.

C2D E6300
Asrock 4 Core Dual VSTA Motherboard
2 Gb DDR 400
Xpert Vision X1600 Pro AGP Graphics Card

With this all put together I turn it on. Fans all spinning (PSU,GPU and CPU)
Initially the keyboard lights flash once, then thats it PC won’t go into post.
I have looked all over the net for help and can’t find anything that has worked.
