New domain user profile doesn’t work

I am trying to create a three domain profiles for a small NT network. The PDC runs NT 4.0 with SP6a
And workstation runs 4.0 with sp4. It failed after several tries. Here is what I did:

1.Log into a NT 4.0 workstation as a TemplateUser.
2.Set the desktop: create icons and connect to a file share. After the desktop looks what I want, log out and log back in as an domain administrator.

3.I did the following steps:
1)Map a network drive to PDC computer: \\< pdc name >\c$
2)Atthe system property, selected user, TemplateUser, copy to:
(Browsing to pdc directory as below)

P:\winnt\system32\repl\export\scripts\profile.man
3)Then at run command, run P:\winnt\system32\repl\export\scripts\profile.man
4)Rename ntuser.dat to ntuser.man

4.Log into PDC and created a user call: testuser with user profile path: %LOGONSERVER%\NETLOGON\TemplateUser.man
5.Added TemplateUser into system policy and modified the TemplateUser?s property and saved it.
6.At this point, the user profile and system profile are complete.
7.When log in from work station as testuser, I could not log in. It said could find the
User?s profile.

*** Shared is enable for: c:\winnt\system32\repl\export\scripts
Can anyone tell me what I have missed. This is my first time creating NT domain profile.
Please give me advice to make this profile working.
