New motherboard, no display on monitor

So a few months ago my motherboard died, I replaced it with another just as a temp because I was broke. So today I bought the same motherboard and put it in my computer, at first I had no power, after looking in my PC again I noticed something weird with the power supply, one of the wires from the larger connector was pulled out of the plastic connector, so I tried using a different PSU and alas there is power. The fans are running, the LED lights are running too. The fans seem to be running a lot faster than usual.

There is no display on the monitor, it’s just a blank screen, I tried to resit the card and still no display, the card is new and definitely working, I double checked by plugging the monitor cable into the other slot and still a blank screen.

The one other thing is that when it powers up I can’t power it back off, I hold in the button and nothing happens. Anyone know what these issues could be?
