New USB2 install

I have installed an Iogear USB2-PCI card in my windows 98se by forcing the Iogear drivers to install. There are two components, a 2.0 root hub and a 2.0 enhanced host controller. both show up in the device mgr as operating ok. But everytime I rebootwindows says it needs a new driver. If I bypass this, I connect my USB floppy drive to test the USB2 bus, but nothing shows up in windows explorer. I have also tried to allow windows to do its additional installs but it needs opehhci.sys which i dont have and cant find. can anyone shed some light on this ?
