You have to make sure that your DNS settings are up to date. Since you are hosting your own site, I would hope that you are using a DNS service as opposed to relying on your ISP or some other 3rd party. One quick way to check is to ping the domain name to see what IP address comes back. If that IP isn't the same as the one you're currently using, that DNS record needs to get changed. Let us know how your DNS and Domain are currently setup or hosted if this doesn't work.

I'm still trying to figure out how you're set up. It's apparent that you are hosting your own website, but is it viewable to the public? Are your clients at a different location? Do you have a static IP address from your ISP? As far as DNS goes, who does hosts the DNS for your Domain? Did you enter an IP address when you bought the domain name or is your ISP hosting the DNS? Sometimes a low level DNS Host will not propagate IP addresses that well. I host some of my own stuff and use a free service, zoneedit.com, to host my DNS. If DNS issues continue I would advise you to change over to a better DNS service/host. I hope all of this makes sense. If you can answer the questions above I'll try to help more.

when i ping the domain name it returns the correct ip only when the site is up. when it is down and u ping the domain it returns no ip address. I believe there is a probleme with the dns. since the server is a virtual host. Do the dns settings reside here because i checked under resolv.conf and there are no settings that point the public ip to the domain name. please advice. could i be checking in the wrong place?

the server is acting crazy because most mornings the name does not resolve to the ip so when you call the site using the ip u find it not using the name. what is amazing is that after a while it starts showing when u call using the domain name. what could be happening?

Yes it is viewable to the public. Yes we have a public ip address which we were given by the isp. Now i am begining to think that maybe we do not host the dns because inially the website was not hosted at out servers it was hosted by a different company. When we got our own server they said they had shifted it to us so maybe they are still hosting the dns. will find out.
