Newsletter help...

I need to create a newsletter for a organization.
What is the best way to do this? What are the most common ways to do this?

I was planning on using an html page. There are going to be several images so I would have to send those also. This sounds the easiest way to do this, but I would like to know the "proper" way this is done in the field.

Sending Opposed to Links to Images

I have heard said that there are a few advantages to keeping the images on the web as opposed to sending each image with the email itself. First off, the initial download for the user is less, only those that open up the message actually download the image, therefore having the extra download time. Also, the larger the message you send, if it is a substantial newsletter, would be less if you did not include the images with the message. Additionally, if you have a way of tracking the number of times the certain images were downloaded, you will get a good idea of how many people are actually reading your email.
