It sounds like you're not getting all of the registry keys that are associated with the NIC. Try going back to a base machine without the NIC. Export the entire registry. Install the NIC via the GUI and then export the registry again. Use a utility such as Windiff to compare the registries before and after and make sure that you include all changes in your manual registry hack.

I will suggest you remove everything in the network settings, like TCPIP, Network Adapters. Restart your Server. Install the Adapters, then TCPIP protocols again. Configure it and have a test.

Cheers!

I would suggest you to remove all the settings you wrote already, then restart your pc, and try to install the NIC using the GUI.
What kind of NIC are you installind, which brand?, Which OS?, please give me some more information to help you better.
Good luck,
@lberto

There are many, many keys in the registry associated with TCP\IP and the NIC itself...most located in the Current Control Set...all must be removed...For a full explanation on how to remove the keys visit the MS KB and search for the list of about 30...Also there are permissions related to each key which must be changed manually to ensure full deleteion. What to you mean by "not fully logged on"?
